The Local Authority Delivery (LAD) scheme aims to raise the energy efficiency of low income and low energy performance homes (those with energy performance certificate (EPC) ratings of D,E,F, or G), helping reduce fuel poverty, phasing out high carbon fossil fuel heating, and delivering progress towards the UK’s commitment to net zero by 2050.

Funding is available to deliver a range of retrofit measures for
eligible owner occupied and privately rented properties. It is
envisaged that for owner occupied properties the improvements will be fully funded; private rented properties will need a contribution from the landlord of at least a third of the total cost capped at £5,000 per rented property. Private rented tenants should discuss this opportunity with your landlord before applying.

Properties in the St Helens Borough Council area with a low energy efficiency rating (D, E, F and G) may be able to benefit from the scheme. Some of the improvements potentially available include:

  • Solid wall, cavity wall or loft insultation
  • Low-carbon heating
  • Solar panels
  • Low-energy lighting
  • Heating control upgrades

To be eligible for the funding you must:

Have a gross household income of less than £30,000 a year or be
below the minimum income standard and: the Energy Performance rating of your home should be Band D, E, F or G. If the property doesn’t have an Energy Performance Certificate an assessment will be carried out. Check if your property has an Energy Performance Certificate online at

Free Will




Making a will is important but it is something we tend to put off for a number of reasons. Making a will need not be complicated as a will enables you to protect the interest of your family, friends and dependents. Many believe that their wishes can be carried out without a will – but this is not the case.

If a person dies without making a will the rules of intestacy will govern who benefits from your estate and this may not have been your intention. Unmarried partners have no right to your
inheritance and this can lead to conflict.

Whilst i am new to this role, i have been active with St Helens UNISON, in various guises, for many years. Now I have finally retired!
